SEC submission to DCCEEW
Date: 23rd July 2026
Submitted to: AEMC
Short Description
The Smart Energy Council provided a submission to the Australian Energy Market Commission (AEMC) regarding the Electricity Network Regulation Review – Package 1 consultation paper.
We stress that competitive neutrality must be protected to prevent regulated network monopolies from expanding into contestable consumer energy resource (CER) markets.
Our recommendations encourage the AEMC to elevate core ring-fencing obligations directly into the National Electricity Rules, reject proposals to socialise public EV charging costs onto household power bills, restrict ring-fencing waivers to strict last-resort cases and enforce open-access rules for distribution data.
This submission will inform the AEMC’s review and rule change determinations to ensure market structures remain fair, dynamic and resilient for all consumers.
